The purpose of a City permit is to ensure that the proposed work complies with state and local codes enacted for health, safety and aesthetic purposes. City permits are typically issued by three departments: Planning, Building & Safety, and Public Works.
The City recognizes the value of navigating through the permit process in an efficient and timely manner. Toward this end, the City offers “pre-application” meetings to provide an opportunity for permit applicants to sit down with City representatives to review the permit process, identify requirements and provide timeframes for obtaining permits. Please feel free to ask City representatives about scheduling a pre-application meeting.
A planning permit is required for all new development on vacant properties, for major changes to existing developments or permits, and for some exterior changes to a commercial, industrial or residential building. The permit review process is performed to make sure the proposed development, construction, or exterior changes comply with the City General Plan, applicable codes and development standards, and will be architecturally compatible with the existing site and other affected sites. Common types of planning permits include:
- Conditional Use Permit
- Site Development Permit
- Sign Program Permit
- Exception Permit
- Special Sign Permit

Building & Safety
A building permit is required for a variety of interior and exterior changes. The permit review process is performed to make sure that the proposed changes comply with state and local codes. A permit is required whether the change involves new construction or renovation. The permits listed below may also be required depending on the nature of the work.
- Electrical permits are required for all new electrical wiring, electric service equipment installation, relocations and change outs, etc.
- Mechanical permits are required for the replacement, repair or alteration of mechanical systems such as commercial hoods, coolers, furnaces and heating and air conditioning equipment, etc.
- Plumbing permits are required for all plumbing related work including water and sewer lines, gas lines, water heater replacements, etc.

Any construction activity within the public right-of-way requires an encroachment permit. The permit review process is performed to make sure that the proposed changes comply with state and local codes. Construction activity on private property may also require different types of permits.
