City Incorporation

The City incorporated on July 1, 2001. The inauguration ceremony and first City Council meeting was held on the Plaza near the outdoor fountain at The Aliso Viejo Town Center.

The afternoon event was attended by several dignitaries from neighboring cities, communities and business organizations. The invocation was delivered by Pastor Doug Healy, followed by the presentation of colors by the OFCA Honor Guard.

Flag Salute was lead by Boy Scout Troop 702 from the Oak Grove Elementary School. The oath of office for the new City Council Members was given by then Orange County Supervisor Tom Wilson.

Carmen Vali-Cave was selected by the City Council to serve as the City’s first Mayor. Cynthia Pickett-Adams was selected as the Mayor Pro-Tem. The remaining Inaugural Council Members included William “Bill” Phillips, Greg Ficke and Karl Warkomski.

The City Council selected William Woollett Jr. as the City’s first City Manager. The first year’s staff consisted of four full time City employees and six contracted positions.
