Council Member Bill Phillips

Bill Phillips is a founding member of the Aliso Viejo City Council. He served as the City's third Mayor in 2004 since Aliso Viejo's July 1, 2001 incorporation. He went on to serve as Mayor again in 2008 and enjoyed leading his weekly "Walks with the Mayor" to meet residents, promote fitness and enjoy the City's pristine landscape and beauty. He served as Mayor Pro Tem in 2012.

Bill works as an urban design consultant throughout Southern California serving both public and private sector clients. Bill has extensive experience in preparing large-scale master/specific plans and urban redevelopment plans. He holds a Bachelor of Architecture degree from Cal Poly, San Luis Obispo and is a graduate of the Leadership Southern California Program.

Having lived in Aliso Viejo since 1989, Bill became immersed in the community through his involvement with AVCA (Aliso Viejo Community Association) as a member for both the AVCA Planning Advisory Committee and the AVCA Parks and Recreation Committee. He also was an active member of the Aliso Viejo Cityhood Committee and was appointed to the Orange County Transit Advisory Committee for two years.

A member of Saddleback Memorial Medical Center's Board of Directors, Bill also spent two years as chairman and served on the Memorial Health Services Board of Directors. Bill's professional affiliations include the Urban Land Institute and the American Planning Association.

Representing the City of Aliso Viejo, Bill serves as Director on the Laguna Canyon Foundation Board of Directors and is a member of the Coastal Greenbelt Authority. He is a member of the Southern California Association of Governments General Assembly, California JPIA and the countywide Library Task Force.

Bill, along with his wife and their two children, enjoy participating in an array of activities and organizations that involves much of their family time together.
